AIIMS Steering Committee
At the August 2011 Council meeting the members agreed to establish a tighter governance process and quality assurance arrangements around the implementation of AIIMS. Council endorsed the reconvening of the AIIMS Steering Committee with a new Terms of Reference. This initiative was supported at the 2011 AFAC Executive Command Forum.
The Committee has reformed and comprises representatives from urban operations, rural operations, land management, SES operations, Community safety and Learning and Development. The Australian states and territories and New Zealand are represented on the Committee. The Chair of the Steering Committee is Commissioner Lee Johnson, AFAC President.
Geoff Conway, from Crossbow Consulting, is managing the business of the Committee and for projects to be undertaken. The inaugural meeting of the Committee was held on Tuesday 13th December 2011. The Committee will meet quarterly, commencing February 2012.
Guiding Principles
The governance arrangements relating to AIIMS are authorised by AFAC Council on behalf of all member agencies and affiliates. The arrangements will be reviewed by the AIIMS Steering Committee from time to time. Ownership of the AIIMS trademark and copyright in the AIIMS manual are vested in AFAC Ltd.
Oversight of AIIMS and application of these governance arrangements has been delegated by AFAC Council to the AIIMS Steering Committee in accordance with the Terms of Reference for that Committee, as approved by AFAC Council from time to time.
The four guiding principles informing the work of the AIIMS Steering Committee are:
- That the integrity and effectiveness of the System are dependent on consistent application;
- That no single member agency or AIIMS user shall make unilateral changes to the System;
- That the effectiveness of the System in supporting multi-agency response to emergency incidents or events is dependent on a common understanding and application of the principles, structures and processes;
- That the process of management, ongoing development, review and application of AIIMS is based on the organisational learning process described in the AFAC Fundamentals of Doctrine: A Best Practice Guide, March 2011 (AFAC, March 2011).
