Guideline for multi-agency incident coordination
The Need
The AIIMS Manual Version 3 provides an incident management system suitable for all hazards. However, it does not provide any guidance material for the coordination of multiple incidents and where multi-agencies are involved. Victoria has recently released an updated emergency manual that provides information about the management of incidents at a regional and state level that is not entirely consistent with AIIMS. There is a need to finalise existing draft documents on this issue and investigate the options for emergency incident coordination.Benefits and Strategic Alignment
The project was commissioned by the Rural and Land Management (RLM) Group. Draft guidelines have been considered by the RLM group and by the AIIMS Steering Committee. All member agencies that need a structure to coordinate incidents will benefit from the project.A national guideline on unified coordination will ensure an industry standard incident management system and capability is established and can be applied.
Proposal
A draft guideline was prepared in November 2008. The guideline needs to be updated to account for the outcomes of the Victorian Bushfire Royal Commission and potential changes to AIIMS to incorporate counter terrorism incident requirements. The project should produce a final guideline by September 2010.Consultation
The project will be driven by the RLM Group and involve:- The AIIMS Steering Committee
- The Attorney Generals Department
- Australian Emergency Management Committee
Governance
The AFAC Council have commissioned the project and will approve the final guideline in September 2010.
