Review of the Public Safety Training Package
The Public Safety Industry Advisory Committee (IAC) has managed the review of a number of the Public Safety industry wide units in the Public Safety Training Package (PSTP) under the auspices of Government Skills Australia (GSA).
AFAC has led the review of both the Operations and the Search and Rescue units, in conjunction with Police, State and Territory Emergency Services, Defence and Surf Life Saving; both projects are now in the final stages of national validation. The units and qualifications have been submitted to GSA as part of the PSTP Version 8 endorsement submission.
Industry Wide: Operations
The Public Safety Operations Technical Reference Group (TRG) conducted the review of the industry wide Public Safety units of competency relating to command, control and coordination. The Public Safety TRG comprises national representatives from Police, Fire, United Firefighters Union of Australia, State and Territory Emergency Services and Defence. The Operations TRG commenced the review in July 2009 and concluded the project in mid-January 2010.
The project resulted in the development of 13 new units of competency and the revision of a further eight units of competency. These new industry wide units will support a nationally consistent approach to the competencies required for incident management. Additional operational units of competency included in the review relate to the conduct of briefings and debriefings, navigation and use of communications systems. Each sector will embed these units where appropriate into their qualifications.
Industry Wide: Search and Rescue
The Public Safety Search and Rescue Technical Reference Group (TRG) conducted the review of the Public Safety industry wide units of competency for Search and Rescue. The TRG comprised of national representatives from Police, Fire and United Firefighters Union of Australia, State and Territory Emergency Services, Defence and Surf Live Saving.
The Search and Rescue TRG commenced the review in July 2009 and concluded the project in mid-January 2010. During 2008-2009 extensive consultation with canine urban search and rescue (USAR) operational experts was undertaken with regard to the competencies required to effectively implement canine search and rescue strategies in urban environments. Feedback from the consultations was collated and included in draft Units of Competency, which were then worked on by the National USAR Working Group - Canine Technical Committee, with support from the South Australian Metropolitan Fire Service. These Units of Competency complement the new Units of Competency developed for USAR Category 1 and 2 personnel and contribute to building USAR capability within Australia.
This project resulted in the development of eight new units of competency and the revision of a further seven units of competency. Each sector will embed these Units of Competency where appropriate into their qualifications.
Industry Wide: Emergency Communications Centre Operations
As joint Project Team leaders, the AFAC and the United Firefighters Union of Australia (UFU of A) worked with the Emergency Communications Technical Reference Group (ECTRG) to undertake a training needs analysis and to develop two qualifications for personnel who perform the role of operators and supervisors in an emergency communications centre. This work was undertaken over a period of ten months and has resulted in the development of:
- 11 new units of competency
- PUA3XXXX Certificate III in Public Safety (Emergency Communications Centre Operations)
- PUA4XXXX Certificate IV in Public Safety (Emergency Communications Centre Operations).
Material for all of these projects has been developed and reviewed through the Public Safety National Project Steering Committee and Industry Advisory Committee (via industry groups, subject matter experts and key stakeholders) and is now available for validation through the Training Package Feedback Register.
As part of the validation phase and finalising of stakeholder agreement for the endorsement of Version 8 of the PUA00 Public Safety Training Package, the new and revised units of competency for the Operations and Search and Rescue, Skill Sets and qualifications are now listed on the Government Skills Australia (GSA) website .
The material will remain on the GSA website until the May 21 2010 when validation will conclude and the material will be finalised and then submitted to the National Quality Council for endorsement (anticipated mid 2010).

NEW PROJECTS TO COMMENCE IN THE REVIEW OF THE PSTP
PUA generic management, risk management, communications and team units.
At the Public Safety Industry Advisory Committee (IAC) meeting it was agreed that AFAC would manage the review of the PUA generic management, risk management, communications and team units. A draft project brief has been prepared and nominations have been sought from all of the stakeholders on the Public Safety Industry Advisory Committee. AFAC representatives will be invited to participate on the Technical Reference Group for this project.
PUA Community Safety Qualifications and the Workplace Emergency Response Units
AFAC, in conjunction with the Public Safety IAC, has also prepared a draft project brief to review the three Community Safety Qualifications and the Workplace Emergency Response units. An analysis of all RTOs delivering these qualifications and units has commenced to ensure all stakeholders are given an opportunity to have input. Nominations for participation on the Technical Reference Group have been sought from the Public Safety IAC. AFAC representatives will be invited to participate on the Technical Reference Group for this project.
