Overview
This paper presents a model for an integrated communication/education program in the context of a severe flood threat. It investigates the elements that contribute to an integrated communication campaign and factors such as risk perception.
The paper examines traditional approaches that emphasise the need to raise public awareness and puts forward an alternative model. This model aims to develop an increase in appropriate knowledge, attitudes and behaviours of flood-affected communities and other target audiences, to minimise loss of life, loss of well-being and amenity and property damage in the event of flooding in the Hawkesbury-Nepean valley.
